Each citizen must clearly understand how and where to undergo an examination, if such a need suddenly arises. Examinations can be different: for the state of intoxication (most often occur on the highway), psychiatric - this type is often required when applying for a job, when obtaining a driving license or to carry a weapon, etc. First of all, it is necessary to distinguish between two important concepts: primary examination and medical examination. Is there a difference between them?
The concept of terms
Examination on the track is carried out by a traffic police officer in order to identify whether the driver is drunk. To carry out this procedure, it is enough that the detainee has signs of alcohol intoxication and the use of one device - a breathalyzer.
And where are the medicalexamination? Its purpose is to confirm or, conversely, refute the state of intoxication, and it is carried out exclusively by doctors in medical institutions.
The difference is not only in concepts. The consequences of refusing a particular procedure can also be different. Let's take a closer look.
Examination on the road
The decision to conduct an examination on the road is made by the inspector who stopped the driver. It relies on the Administrative Regulations (paragraph 129), approved by the Ministry of Internal Affairs of the Russian Federation, which indicates the following signs of intoxication:
• Alcoholic smell.
• Incoherent speech.
• Unstable postures.
• Changing the color of the skin of the face.
• Unusual behavior.
Where to pass the examination, the inspector decides in this case. He can politely ask the driver to get out of the car or determine his condition while driving. Does the driver have a choice in this case? Undoubtedly. Everyone has the right to refuse the procedure, but in this case, it is worth considering the consequences.
In case of refusal, the inspector sends the driver for a medical examination. In order not to lose your driving license, you should not give it up. The direction of the traffic police officer draws up documents, states the fact of refusal.
Where are alcohol tests carried out?
If the driver agrees to undergo the primary procedure, how, where and by what means should it be carried out? This question is answered in paragraph 131 of the sameregulations:
• Where the driver was removed from driving.
• If the employee does not have a measuring device, then at the nearest traffic police post.
• In any police station where there is a special device for measuring (alcotest).
Requirements for breathalyzer
Each inspector during the initial examination must have a breathalyzer. But be aware that not all devices of this category can be used, but only those indicated in Appendix No. 3 in a special list of registered indicators of alcohol vapors, approved by letter No. 684 of the Ministry of He alth and Social Development of the Russian Federation of December 20, 2006. There are times when inspectors use devices that have not been properly registered, so be careful.
Before the procedure, the inspector is obliged to familiarize the driver with the procedure for its implementation using a breathalyzer, show the integrity of the stamp of the state verifier and a certificate of verification of the device or a record of verification in his technical passport.
Primary survey
If the inspector believes that the driver is in a state of intoxication, he can remove him from the wheel and send him to a procedure in a medical facility.
The inspector can indicate where to undergo an examination for alcohol intoxication, and at the same time he will definitely draw up a protocol on removal from control. Remember that in this situation, the presence of two witnesses is necessary, they can be adult citizens who have no interests inout of business.
After that, the inspector can take the exhaled air with a breathalyzer. Based on his testimony, the state of alcoholic intoxication will be determined. A positive result is 0.15 ppm or more.
Possible future developments
Option 1. If the device shows a negative test result, that is, less than 0.15, and the inspector no longer has any suspicions, you should no longer be interested in where to take the examination next. In such a situation, the inspector does not draw up an act and allows the driver to move on.
Option 2. If, with a negative breathalyzer, the inspector has reason to believe that the driver took alcohol, he can send him for a medical examination. At the same time, a protocol is necessarily drawn up, an act on the result of the primary study is attached.
Option 3. It may happen that the device shows a positive test result, but you are completely sure of yourself. In such a situation, you may request a medical examination. You must come to it with the same protocol and the act of primary testing. At the same time, the inspector should inform you about where you can get a medical examination.
Option 4. Breathalyzer shows a positive result, you agree with this. In such a situation, the inspector draws up an act to which he attaches the results of the research. Then the fact of an administrative offense will be recorded in accordance with Article 12.8 of the Code of Administrative Offenses. Completemedical examination in such a situation may not be carried out.
So, we can summarize. When is the driver sent to a medical facility?
• When you refuse to use the breathalyzer.
• When the inspector has suspicions, despite the negative readings of the device.
• If the driver disagrees with the results of the initial test.
Where do medical examinations take place?
After establishing the identity of the driver (according to documents or according to the testimony of witnesses), conducting initial testing on the spot, drawing up a protocol and an act (copies must be with the subject), he is sent for a medical examination. Where should it take place? The regulations say:
• In any medical organization that has the appropriate license to provide such services.
• In a special transport van for a medical examination. It must be equipped in accordance with the requirements and standards established by the Ministry of He alth and Social Development of the Russian Federation.
More about mobile station
As for testing in licensed medical organizations, everything is clear. But where to pass the examination right on the track and according to all the required medical standards? In a mobile medical van.
Is this possible in Russia? So far, such a wonderful car has only been seen at exhibitions. We have not yet seen such vans on our roads that couldwould meet the requirements stipulated in the order of the Ministry of He alth of the Russian Federation No. 308 dated July 14, 2003. Here's what it says:
• Cabin height must be at least 1.80 m.
• Mandatory to have a track 3 m long and 0.6 m wide to determine the stability of the gait.
• The doorway should have comfortable steps.
• In the cabin - two seats for the medical staff, a desk and a seat for the subject.
• There must be a wardrobe for outerwear.
• The presence of a refrigerator with a volume of at least 10 liters.
• The saloon should have a 7L washbasin and a 10L drain.
• Availability of dry closet, trash can.
This mobile station must have a certificate from the Ministry of He alth of the Russian Federation for medical testing.
What is this retreat for? Every driver should know that a medical examination cannot take place in questionable vans in the field. In these cases, the actions of traffic police officers will be considered illegal. So you need to know where you can get tested for alcohol according to all standards.
Passing procedure
This procedure has the right to carry out a doctor or paramedic who has undergone special training. Every citizen has the right to demand from the doctor a document authorizing it.
As mentioned above, a medical examination should be carried out in the presence of a protocol drawn up by the inspector, signed by him and the driver himself.
The procedure has two steps:
•clinical examination, • use of special instruments.
During a clinical examination, the doctor may ask you to perform elementary actions that indicate the state of the body. A breathalyzer is used as a device that shows the presence of alcohol in the body. In this case, measurements are taken twice with a 20-minute interval.
Thus, as a result of two stages of testing, the doctor gives an opinion on whether there is alcohol intoxication.

Fixing results
The final act, regardless of the result, is drawn up by the doctor in triplicate with the appropriate date and number recorded in a special journal. All workers are known to be required to undergo a medical examination once a year. Some of them, due to the specifics of their profession, are required to undergo a separate psychiatric examination once every five years.

Where citizens undergo a psychiatric examination, there must be a license confirming the right of a medical organization to conduct such a procedure.
Who should pass? Workers engaged in hazardous work (impact of harmful substances and adverse factors).
Psychiatric examination allows you to identify the reasons why an employee is removed from a particular type of activity. These reasons include: prolonged mental disorders, epilepsy, paroxysmal disorders. Borderline mental states are considered individually in each case.
This type of medical examination is assigned to determine the suitability of employees to perform certain types of work specified in a special list. The procedure is carried out according to the rules approved on September 23, 2002 by the Decree of the Government of the Russian Federation "On the passage of a mandatory psychiatric examination by employees engaged in certain types of activities."
